The Gargoyle – Religious conference on Hill may have breached rules

A religious conference held earlier this month on Parliament Hill that featured Defence and Citizenship Minister Jason Kenney as a speaker appears to have breached the rules governing House of Commons facilities.

The Conference on Religious Freedom, organized by International Christian Voice, was held March 11 at 1 Wellington Street, a building with committee rooms that is part of the Parliamentary precinct.

MPs can arrange for groups to use rooms on the Hill when they’re available, subject to certain conditions.

According to the “Room Allocation Policy” set by the House Board of Internal Economy, these non-parliamentary functions may not include fund-raisers, corporate receptions, charity events, weddings or — notably — conferences. (At one time, weddings on the Hill were allowed.)

The sponsoring MP must be in attendance throughout the entire event, according to the bylaws.

The bylaws also state that MPs may not sell tickets to these events.
