Worrisome Question... is Harper backdooring Health Care?

 Order amending the CANADIAN SECURITY INTELLIGENCE SERVICE ACT DEPUTY HEADS OF THE PUBLIC SERVICE OF CANADA ORDER in order to designate the President of the PUBLIC HEALTH AGENCY OF CANADA as Deputy Head.

Detail:

 His Excellency the Governor General in Council, on the recommendation of the Prime Minister, pursuant to paragraph 29(e) of the Canadian Security Intelligence Service Act, makes the annexed Order Amending the Canadian Security Intelligence Service Act Deputy Heads of the Public Service of Canada Order.

This is to what it is referring:

 Division 20 of Part 4 amends the Public Health Agency of Canada Act to create a new position of President as deputy head of the Public Health Agency of Canada, thereby separating the responsibilities of the Chief Public Health Officer from those of the deputy head of the Agency.
Is this a backdoor attempt to privatize the entire administration of the Health portfolio using security as the excuse? They are clearly separating administration from Health concerns.
