In fact the Government of Canada is lying because a formal notice of demand for arbitration was served on the Deputy Minister of Justice in November 1999 and it was raised on the floor of the House of Commons by Lorne Nystrom who yelled across the floor "But, Mr. Prime Minister we are being sued for 10.5 billion" Hansard contains no record of the comment. The case has moved along and a number of key witnesses are now conveniently dead.
