Is Canada's biggest loser destined to be rewarded?

Will Stephen Harper reward Peter Penashue for election overspending during the 2010 election and getting caught, then resigning his post and getting his a$$ kicked in the bi-election? After all the Conservatives tried to buy him the bi-election and then tried to influence the voters by saying he would be given his Ministers post back once he won.
