The RCMP should have been kept in the loop by the crown

"Two questions here 1) When you hear someone is under investigation and you have evidence (and nothing to feel guilty about) you automatically come forward and give what evidence you have. You don't withhold it for partisan reasons. 2) Why did Kenney and MacKay go directly to the crown after sitting on the evidence for two years. Personally it raises another question in my mind ... is the crown a Harper appointee and hyper partisan if not they should have called the RCMP in to review the new evidence before going public."
