According to a new study, the federal government milks $11 billion more out of the province every year than it returns in funding. The study, entitled "Filling the Gap," was done by the University of Toronto's Mowat Centre, a public policy think tank.
That gap is so compelling because, well, because it is huge. But also because Ontario is facing an $11.9-billion deficit this year. Every time the amount of money being milked out of a province precisely matches its annual deficit, an economist gets his wings.
